Guizhou is a province rich in mineral resources, with advantages in resources such as phosphate and manganese ore, as well as existing industrial foundations. The Third Plenary Session of the 13th Guizhou Provincial Committee of the Communist Party of China, successfully held in Guiyang in 2023, proposed the following key points regarding the construction of a modernized industrial system and an ecological civilization system:

1. Leveraging Advantages to Achieve "High-Quality Mining and Development"

　We must focus on the real economy, strive to build "six major industrial bases," and quickly increase the total industrial output and its proportion. We must focus on "high-quality mining and development," making efforts in precise mineral exploration, precise ore matching, deep processing, and refined development, to better transform resource advantages into industrial advantages and economic advantages. We must focus on the development of industrial parks, increase investment attraction efforts, deepen integration and improvement, clarify functional positioning, and highlight efficiency orientation.

 

2. Broadening the Path of "Transforming Green Mountains and Rivers into Mountains of Gold and Silver" Path

We must do a good job in the great undertaking of "lucid waters and lush mountains are invaluable assets," striving to achieve new successes in ecological civilization construction and promoting harmonious coexistence between humans and nature. We must continue to consolidate ecological environmental advantages, thoroughly win the battle to prevent and control pollution, and actively promote green and low-carbon development. We must broaden the path of transforming green mountains and rivers into mountains of gold and silver, and delve deeper into the "second half" of the article on "lucid waters and lush mountains are invaluable assets." We will accelerate the construction of an ecological civilization system with Guizhou characteristics, turning ecological elements into productive elements, ecological advantages into development advantages, and ecological wealth into economic wealth.
