In March 2023, the National Energy Administration issued the "Several Opinions on Accelerating the Development of Energy Digitalization and Intelligence" (hereinafter referred to as the "Opinions"), proposing to address the needs of digital and intelligent transformation and development in the electricity, coal, oil and gas industries. Through the integrated application of digital and intelligent technologies, prioritizing urgent needs and proceeding from easy to difficult tasks, it aims to make up for the shortcomings in transformation and development in a phased manner by industry and sector, providing effective support for high-quality energy development. By 2030, a preliminary innovative application system for digital and intelligent technologies in all aspects of the energy system will be established, the potential of data elements will be fully activated, and a number of common and key technologies restricting the development of energy digitalization and intelligence will be achieved.

 

Development Goals: Several Opinions on Accelerating the Development of Energy Digitalization and Intelligence

By 2030, a preliminary innovative application system for digital and intelligent technologies will be established across all aspects of the energy system, the potential of data elements will be fully activated, a number of common and key technologies restricting the development of energy digitalization and intelligence will be broken through, an intelligent perception and control system for the energy system will be rapidly formed, new models and formats for energy digitalization and intelligence will continue to emerge, the operation and management model of the energy system will accelerate towards comprehensive standardization, deep digitalization, and high intelligence, the energy industry's network and information security capabilities will be significantly enhanced, the efficiency, reliability, and inclusiveness of the energy system will steadily improve, the diversification of energy production and supply will accelerate, quality and efficiency will accelerate, and the supporting role of the integration of digital technology and the energy industry in improving the quality and efficiency of the energy industry and achieving "dual control" of carbon emission intensity and total amount will be fully demonstrated.

 

Accelerating the Transformation and Upgrading of the Coal Industry: "Digital and intelligent technologies"
Using digital and intelligent technologies to drive safe and efficient coal production. Promote the construction of an intelligent geological security system to improve the detection accuracy of mine geological conditions and the transparency of geological information.
Improve the intelligent control level of coal mining equipment sets, accelerate the intelligent collaborative operation of mining, supporting, and transportation in coal mining faces, remote ground control, and unmanned/less manned operation underground; accelerate the collaborative operation of multiple processes such as excavation, support, anchoring, transportation, and breaking in excavation faces, intelligent rapid excavation, and remote control.
Promote the intelligent unmanned operation of the main coal flow transportation system in coal mines, and the intelligent scheduling and comprehensive management of transportation vehicles in auxiliary transportation systems. Promote the establishment of a disaster monitoring, early warning, and intelligent comprehensive prevention and control system based on all-time and space information perception in coal mines.
Promote the construction and normalized operation of unmanned driving systems in large open-pit coal mines, support the adoption of semi-continuous and continuous mining process systems in open-pit coal mines, and improve the intelligent mining and safety production level of open-pit coal mines.

Support the construction of an intelligent coal mine integrated control platform integrating intelligent geological security, intelligent mining (stripping), intelligent washing and selection, and intelligent safety control.
