China Mineral Resources Report (2021) Released
In October 2021, the Ministry of Natural Resources released the "China Mineral Resources Report (2021)" (hereinafter referred to as the "Report"). The Report comprehensively reflects the new progress made by China since 2020 in mineral resource exploration, development, utilization, geological mineral resource investigation and evaluation, new changes in mineral resource policies and regulations, new measures in mineral resource management and ecological environmental protection, new developments in scientific and technological innovation and earth science theoretical research, and new achievements in "Belt and Road" international geological mineral cooperation. The Report mainly shows six aspects of content:
- Geological prospecting has made continuous breakthroughs, and its fundamental guarantee role has been further consolidated.
- Mineral resource management reform continues to improve, and the modernization of the governance system and governance capacity is accelerating.
- In terms of mining rights management, comprehensively promoting competitive bidding for mining rights, strictly controlling agreement granting, implementing the integrated oil and gas exploration and development system, and actively promoting "net mine" granting.
- New progress has been made in the green development of the mining industry, and the ecological environment of mines has continued to improve.
- Research results are fruitful, and scientific and technological innovation capabilities have been significantly enhanced.
- Innovative and collaborative approaches are promoting deeper and more substantial international mining cooperation.
The following achievements have been made in "New progress has been made in the green development of the mining industry, and the ecological environment of mines has continued to improve." The proportion of large and medium-sized mines has exceeded 20%, and the concentration of the mining industry, resource conservation, and comprehensive utilization levels have steadily improved. New progress has been made in the construction of green exploration, green mines, and green mining development demonstration areas. Since 2020, China has actively carried out mine ecological restoration, supporting the restoration and governance of abandoned open-pit mines in key river basins and key areas. In two batches, the central government has allocated a total of 2 billion yuan to support 12 provinces (regions) in carrying out ecological restoration and governance of historically abandoned mines in the Yellow River Basin and the Qinghai-Tibet Plateau, focusing on solving the problems of historically abandoned mines that are of great importance to national ecological security, have a wide range of ecological benefits, and seriously affect the production and life of the people.
