Industry News: Inner Mongolia sets a deadline of 2025 for all mines to achieve "green standard"

Recently, the Inner Mongolia Natural Resources Department released the "Inner Mongolia Autonomous Region Green Mining Management Measures (Draft for Comments)", clarifying the content of green mine construction, assessment, directory management, green mine assessment experts, and third-party assessment agency management, and proposing that by the year ( Trial ) ( Draft for Comments ) all mines will meet the green mine construction standards. Mines that do not meet the green mine standards will be shut down by the county-level people's government through the comprehensive use of legal and economic means. 2025 all mines will meet the green mine construction standards. Mines that do not meet the green mine standards will be shut down by the county-level people's government through the comprehensive use of legal and economic means. 

General Provisions Interpretation  

■Basis: "Implementation Opinions on Accelerating the Construction of Green Mines" issued by the Ministry of Land and Resources, Ministry of Finance, Ministry of Environmental Protection, General Administration of Quality Supervision, Inspection and Quarantine, China Banking Regulatory Commission, and China Securities Regulatory Commission (Guotuzi Gui [ 2017 ] 4 No.). 

■Scope of Application: Green mine construction, assessment, directory management, green mine assessment experts, and third-party assessment agency management within the administrative region of the Autonomous Region. 

■Leadership: A leading group for green mine construction will be established in the Autonomous Region to coordinate and guide all levels of people's governments in promoting green mine construction. All levels of people's governments should strengthen their leadership in green mine construction. 

■Requirements: All relevant departments should regard green mine construction as an important task to improve the ecological environment, strengthen ecological civilization construction, and promote the comprehensive development of the economy and society, and include it in the important agenda. Formulate corresponding plans, standards, and related policies, and implement relevant preferential policies on mineral resources, construction land, finance and taxation. 

■Responsibility: All levels of people's governments and relevant departments should make full use of network, television, WeChat and other media resources to widely publicize the typical experience and development achievements of green mines, strengthen publicity and guidance, and enhance the sense of responsibility and participation of the whole society, especially mining enterprises, in green mine construction. 

How to Construct Green Mines  

On the Normalized Dynamic Monitoring System for Mine Geological Environment 

Inner Mongolia Autonomous Region Institute of Geological Environment Monitoring's "Research and Application of Remote Sensing Technology in Ecological Environment Monitoring of Green Mines" won the 2018 Annual Green Mine Science and Technology First Prize for Scientific and Technological Achievements. 

The Inner Mongolia Autonomous Region Institute of Geological Environment Monitoring uses remote sensing technology to establish C/S a data management platform with a model, monitoring the geological environment of green mines throughout the region. It has basically achieved centralized management and integrated application of remote sensing results, linking existing business mining right data and interpretation data to administrative regions, unified calling and coordinated application, mastering the current situation of green mine geological environment governance, and objectively, accurately, and timely providing basic data and scientific basis for green mine geological environment governance and protection work. 

On Mine Geological Environment Governance and Restoration Fund 

Mining enterprises should establish a fund account in their bank accounts to separately reflect the collection and use of the fund. 

The collection and use of the fund and the implementation of the mine geological environment protection, restoration and governance, and land reclamation plan should be included in the mining rights holder's exploration and mining information disclosure system. 

The fund is used independently by the enterprise, and according to its mine geological environment protection, restoration and governance, and land reclamation plan, it is specifically used for mine geological environment governance and restoration and mine geological environment monitoring (excluding land reclamation). 

Mining enterprises should publicly disclose relevant information such as the preparation and implementation of the mine geological environment protection, restoration and governance, and land reclamation plan, and the collection and use of the fund, and accept supervision. 

Encourage adjacent mines to coordinate the use of mine geological environment governance and restoration funds in the process of mine geological environment protection, restoration and governance, and land reclamation. 

"On the List" 

■The Autonomous Region should establish an Autonomous Region Green Mine Directory Database. All levels of people's governments should report the approved green mines to the Autonomous Region Green Mine Leading Group Office level by level for filing. 

■For mines reported by various leagues and cities and included in the green mine directory, the Autonomous Region Green Mine Construction Leading Group Office, after soliciting opinions from the member units of the Autonomous Region Green Mine Leading Group, will announce them to the public and accept supervision. 

■Mining enterprises included in the green mine directory should continue to carry out green mine construction tasks and maintain relevant indicators to meet the green mine construction standards. Actively accept social supervision, establish a complaint - response mechanism for major environmental, health, safety and social risk events, and promptly accept and respond to the appeals of local residents, social groups and other stakeholders. 

■Green mines implement an annual report system. Mining enterprises included in the green mine directory should submit their annual green mine construction situation and the next year's construction plan to the county-level people's government before the end of 12 each month. 

■For mines included in the Autonomous Region's green mine directory, if corporate division or merger, name change, or changes in affiliation occur, the mining enterprise should promptly submit a change application to the county-level people's government; if the mining area, mining method, mining type, or mining scale changes, the mining enterprise should promptly submit a re-evaluation application to the county-level or above people's government. 

"Blacklisted" 

For mining enterprises included in the green mine directory, if any of the following situations occur, the county-level people's government will report them to the Autonomous Region Green Mine Construction Leading Group Office level by level. After soliciting opinions from the member units of the Green Mine Construction Leading Group, they will be removed from the Autonomous Region's green mine directory and will no longer enjoy various support policies for green mines. 1 、The mine has completed pit closure; 2 、The mine has gone bankrupt; 3 、The mine fails the green mine supervision and inspection and, even after a remediation period of less than six months, still does not meet the green mine construction requirements; 4 、The mine has received administrative penalties from relevant departments and is not suitable to be included in the green mine directory; 5 、The mining enterprise and the third-party assessment agency have fabricated false information to obtain inclusion in the green mine directory; 6 、Illegal and irregular acts, safety production responsibility accidents, and ecological and environmental problems have occurred; 7 、Other reasons that are not suitable to continue to be included in the green mine directory.
