In the first half of 2023, China's non-ferrous metal industry maintained steady growth. The added value of industrial enterprises above designated size increased by 5.6% year-on-year, 1.8 percentage points higher than the average growth rate of industrial enterprises above designated size nationwide. Fixed asset investment in the industry increased by 12.4% year-on-year, 3.5 percentage points higher than the average growth rate of industrial investment nationwide. The total value of import and export trade reached US$168.9 billion, an increase of 7.5% year-on-year, with imports reaching US$138.4 billion, a year-on-year increase of 13.7%, and exports reaching US$30.5 billion, a year-on-year decrease of 13.7%. Profits of enterprises above designated size reached 1219 billion yuan, a decrease of 35.1% year-on-year, but the rate of decline narrowed by 10.2 percentage points compared to the first quarter.

 

Recently, the Ministry of Industry and Information Technology, together with the National Development and Reform Commission, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Commerce, the General Administration of Customs, and the State Administration of Grain and Material Reserves, issued the "Work Plan for Steady Growth of the Non-ferrous Metals Industry" (hereinafter referred to as the "Work Plan"), which outlines four work measures for 2023-2024. These measures are of great significance in promoting the steady development and improving the quality of the industry.

 

The "Work Plan" sets out the main goals for steady growth in the non-ferrous metals industry, four major work measures, and four major supporting measures.

 
Main Goals for Steady Growth of Non-ferrous Metals

1. Strive for a year-on-year growth of around 5.5% in the added value of the non-ferrous metals industry in 2023 and over 5.5% in 2024;

2. Maintain growth in operating revenue, continued growth in fixed asset investment, continued optimization of trade structure, and accelerate green and intelligent transformation and upgrading.

3. Average annual growth of around 5% in the output of ten non-ferrous metals;

4. Average annual reduction of over 2% in energy consumption per unit of smelting products such as copper and lead;

 

Four Major Work Measures Include
 
01 Enhance Supply Capacity to Ensure Steady Growth of Upstream and Downstream Industries

Accelerate the development and utilization of strategic resources, strengthen the stable supply and pricing of key products, support the research and application of key materials, and cultivate high-quality backbone enterprises.

 

02 Increase the Intensity of Technological Transformation to Promote High-end, Intelligent, and Green Development of the Industry.

Support the construction of major projects, support green transformation, and encourage intelligent transformation.

 

03 Guide Product Consumption Upgrades to Cultivate and Expand New Growth Drivers for the Industry.

Promote the consumption and application of high-quality products and implement the "Three Products" improvement action.

 

04 Optimize Import and Export Trade and Enhance the Level of Industry Openness and Cooperation.

Expand international markets and encourage the import of primary products.

 

Four Major Supporting Measures Include

1. Optimize Supply to Lay a Solid Foundation for the Stable Development of the Industry

The "Work Plan" proposes cultivating high-quality backbone enterprises as an important task to enhance supply capacity and ensure the steady growth of upstream and downstream industries. This is an important way to achieve the transformation of China's non-ferrous metal industry from large to strong.

Of course, cultivating high-quality backbone enterprises not only supports the development of large enterprises, but also includes supporting the development of specialized and new "small giant" enterprises, single-item champion enterprises, and supporting the development of regional characteristic deep-processing industrial clusters.

 

2. Promote Investment to Provide Continuous Support for Steady Growth of the Industry

The non-ferrous metal industry generally belongs to the category of traditional industries. In this context, supporting the construction of major projects, supporting green transformation, encouraging intelligent transformation, and increasing the intensity of technological transformation to promote high-end, intelligent, and green development of the industry are important measures to maintain and enhance the vitality of the industry.

The "Work Plan" proposes: Increase support for technological transformation, guide enterprises in copper, aluminum, lead, zinc, magnesium, and industrial silicon to carry out energy-saving and carbon-reducing process upgrades, and achieve an average annual reduction of over 2% in energy consumption per unit of copper and lead smelting products nationwide during 2023-2024. This is a task with clear objectives. Enterprises should seize the implementation of relevant major projects and achieve results as soon as possible with the support of national policies.

 

3. Expand Consumption to Fully Leverage the Role of Steady Growth

Adapting to the trend of upgrading China's consumption structure, focusing on promoting consumption and expanding domestic demand is a fundamental measure to promote the sustained and stable growth of China's economy. By promoting the consumption and application of high-quality products, implementing the "Three Products" improvement action, etc., expanding and expanding the consumption of non-ferrous metals is the key to achieving the goal of steady growth in the industry.

While expanding applications and promoting consumption upgrades, we must also further strengthen brand building, give full play to the leading role of leading enterprises, connect upstream and downstream, expand the left and right ends, strive to build a complete innovation chain, industrial chain, and value chain for high-end product R&D, production, and application, and cultivate a group of internationally influential world-renowned brands.

 

4. Stabilize Foreign Trade and Uphold the Unwavering Direction of Globalization

The non-ferrous metal industry is a highly internationalized industry. Through international cooperation, mutual benefit, and expansion of trade, is the only way to revitalize the industry, while "decoupling and breaking the chain" is not in line with the basic laws of industrial development. Expanding international markets, encouraging the import of primary products, optimizing import and export trade, and enhancing the level of industry openness and cooperation are indispensable important links for China's non-ferrous metal industry to achieve stable development.

 

The "Work Plan" is an important measure to implement the spirit of the 20th National Congress of the Communist Party of China and implement the decisions and deployments of the Central Economic Work Conference. The main goals of the "Work Plan" include increasing the output of non-ferrous metals, reducing the energy consumption of single smelting products such as copper and lead, and accelerating the green and intelligent transformation and upgrading of the non-ferrous metals industry; its work measures and supporting measures emphasize increasing the intensity of technological transformation, implementing the "Three Products" improvement action, strengthening international cooperation, adhering to the direction of globalization, and promoting the high-end, intelligent, and green development of the industry.
