Seven departments in Hunan Province jointly issued a document! Mining ecological protection and restoration become a priority

Hunan Province has issued its first guiding document on comprehensively promoting ecological protection and restoration through market-oriented approaches, with key areas including mine ecological protection and restoration.

According to a press release from the Hunan Provincial Department of Natural Resources on August 21, seven departments including the Hunan Provincial Department of Natural Resources, the Hunan Provincial Department of Finance, the Hunan Provincial Department of Ecology and Environment, the Hunan Provincial Department of Housing and Urban-Rural Development, the Hunan Provincial Department of Water Resources, the Hunan Provincial Department of Agriculture and Rural Affairs, and the Hunan Provincial Forestry Bureau jointly issued the "Implementation Opinions on Encouraging and Supporting Social Capital to Participate in Ecological Protection and Restoration." This is the first guiding document in Hunan Province to comprehensively promote ecological protection and restoration through market-oriented approaches.

 

The opinions clarify that social capital is encouraged and supported to participate in the entire process of ecological protection and restoration projects, including investment, design, restoration, and management. Activities related to ecological protection and restoration include ecological product development, industrial development, technological innovation, and technical services. It also covers the full life-cycle operation and management of regional ecological protection and restoration. It particularly encourages and supports social capital participation in ecological protection and restoration projects primarily funded by government spending. Participation methods include three models: independent investment, government cooperation, and public participation. Key areas of participation include integrated protection and restoration of mountains, rivers, forests, farmlands, lakes, grasslands, and deserts, mine ecological protection and restoration farmland ecosystem protection and restoration, urban ecosystem protection and restoration, other natural ecosystem protection and restoration, and exploration of ecological industry development. Meanwhile, the opinions encourage social capital to participate in the formulation of ecological protection and restoration plans, reasonably arranging the scale, structure, layout, and sequence of various land uses within the ecological protection and restoration areas. Furthermore, the opinions state that ecological protection and restoration entities that carry out concentrated and contiguous ecological restoration on a certain scale and achieve the expected goals are allowed to obtain a certain share of natural resource asset usage rights in accordance with laws and regulations, engaging in the development of industries such as tourism, health and wellness, sports, facility agriculture, and cultural education.

The key to ecological damage caused by mining is land degradation. Plant restoration is a commonly used technique for mine ecological restoration, and tailings are the largest and most valuable resource among the waste materials of metal and non-metal mines.

With high recognition accuracy, high sorting efficiency, and a wide processing particle size range, it effectively completes intelligent sorting of various ores or tailings stockpiled in tailings ponds, including non-ferrous metals, non-metallic wastes, ferrous metals, and precious metals.

 

 

From the perspective of comprehensive utilization of tailings ponds, the enrichment of tailings through the JPRXT intelligent ore picking system not only solves problems such as land occupation caused by tailings disposal or accumulation, hazards to the ecological environment around tailings ponds, and high processing and maintenance costs, but also expands the scope of mineral resource utilization, extends the service life of mines, saves a large amount of land and funds, and achieves effective integration of resource, economic, social, and environmental benefits.
